Pavement parking is a widespread and dangerous problem: 95% of people with sight loss report being forced into the road by parked cars, undermining confidence, independence and quality of life. While pavement parking has been prohibited in London since the 1970s, councils across the rest of England lacked the clear, enforceable powers needed to act.
Building on decades of campaigning, and recent success in Scotland, Guide Dogs significantly accelerated our pavement parking campaign in 2025. We placed lived experience at the heart of the campaign, using our unique role as a mobility charity to amplify the voices of people with sight loss. We worked closely with supportive MPs, APPGs and partners across different sectors, engaging decision-makers through parliamentary activity, party conferences, community visits and national media. Thousands of supporters were mobilised to contact their MPs, demonstrating the strength of public concern and sustaining pressure in a challenging and fast-moving political environment.
The campaign achieved a major policy breakthrough. We secured Government commitment to legislate on pavement parking and helped shape and pass amendments to existing legislation, bringing implementation forward by at least a year.
These changes create the powers needed for a national regulatory framework, representing a significant step towards reducing pavement parking and improving safety and independence for disabled people across England.
