Calan DVS

Michelle Whelan is the CEO of Calan DVS, a leading domestic violence/abuse (DVA) and sexual violence (SV) charity in Wales. Appointed permanently as CEO in 2021 after many years as Deputy/Interim CEO, Michelle has delivered transformational leadership, expanding Calan’s reach, impact and reputation across Mid, South and West Wales.

Her tenure is characterised by significant growth in service delivery, driven by a clear commitment to ensuring that no victim of DVA or SV is left without access to specialist, compassionate, high-quality support. Where waiting times or service gaps exist, Michelle establishes new provision to meet need. She led the development of Calan’s dedicated SV service, the Lotus Project, and in 2024 delivered a long-term vision through the creation of the S.T.A.R Centre in Neath, the first dedicated therapeutic recovery centre for SV survivors in Wales. Survivor consultation was central to its design.

Michelle also introduced the IRIS Programme in partnership with Swansea Bay University Health-Board, enabling clinicians to identify and refer victims of DVA. Under her leadership, Calan became the only organisation in Wales selected for the IRIS+ trial, extending this support to male victims and children.

Her inclusive approach is reflected in pioneering services for underserved groups, including refuges for male victims, Wales’ first mother and baby refuge, and tailored provision for LGBTQ+ young people, older adults and victims at risk of homelessness.

Michelle is a visible, values-led leader, who prioritises staff wellbeing, survivor input, and quality, trauma-informed services, ensuring Calan delivers a truly inclusive, 360-degree model of support.
